A rigorous network planning methodology is necessary in order to identify the most profitable introduction strategies of broadband telecommunications services and in order to determine the best network solutions according to users needs and fixed requirements, such as usually cost and performance requirements.<\/jats:p><jats:p>The first step of such a methodology must deal with users and services analysis in the environment of interest.<\/jats:p><jats:p>In this paper a proposal of users, services and traffic modelling is presented, which constitutes the first fundamental stage of a general broadband network planning theory.
