R\u2014D optimal DCT coefficient thresholding is used, so that best image reproduction quality is achieved under the constraint of a \u201clocal\u201d target bit rate for every image. The proposed technique combines R\u2014D optimal coefficient thresholding and some elements of the MPEG\u20142 rate control model \u201cTest Model 5\u201d and results in a new video encoding scheme, which offers in most cases a higher representation quality than \u201cTest Model 5\u201d.
