A (p,q)\u2010graph has p points and q lines. A clique\u2010extremal (p,q)\u2010graph has either the maximum or the minimum number of cliques among all (p,q)\u2010graphs. Moon and Moser have determined constructively the maximum number of cliques in a p\u2010point graph. The problem of studying the clique\u2010extremal (p,q)\u2010graphs is now investigated. We first develop a standard form for such extremal graphs.
