The creation and destruction of cells play an important role in PDM training, and we show by simulation that for an application in a noisy and rapidly changing environment, the performance of PDM exceeds that of existing, parametric neural network models. PDM is an extension of the existing RCE (restricted Coulomb energy) model which does not use iterative computation, is easily retrained and can be implemented using integer arithmetic. The PDM model solves the problem that in noisy and nonstationary environments, the number of cells in the middle layer of the RCE model increases without bound.
