The main goals were to apply a smooth control of machine usage, enabling users to run work at rates proportional to their shares without any sharp cut\u2010off; to maximize the amount of work achieving very fast turnround; to provide predictable turnround; to allow users some control over turnround; to eliminate cheating; to be easy to understand and use.
