The paper argues that the ethics infrastructure must function at the levels of research and innovation institutions, as well as regional and national levels, and should follow agreed-upon rules and requirements. The changing role of ethics committees is discussed, emphasizing their involvement in investigating potential research misconduct and coordinating the activities of all ethics committees within an institution.
