Through a quasi-experimental survey of 115 participants, we differentiate the attitudes of users and non-users of GitHub Copilot regarding their development routines. Findings reveal that Copilot users experience significantly greater focus on engaging tasks and less dependence on colleagues compared to non-users, while non-users maintain a more cautious stance on AI use in the public sector. Further, while users generally showed more positive attitudes and fewer frustrations, these differences were not statistically significant.
