To ensure the equitable allocation of limited emergency rescue materials to Emergency Demand Points (EDPs) under conditions of limited information, this paper proposes a novel EMA approach. The proposed method accounts for Situation Factors (SFs), which capture the severity of damage at EDPs, as well as the perspectives of Emergency Decision-Makers regarding the conditions at these points.
