Seeks to draw\nlessons from the Northern Ireland experience which may be applied\nelsewhere. Reports responses among the business community to the STAR\nprogramme and in particular the impact of the fibre opticbased\ntransmission and switching facilities it has provided. In considering\nthe overall impact of STAR on the job market, comparisons are drawn with\nelsewhere in the UK.
