{"status":"ok","message-type":"work","message-version":"1.0.0","message":{"indexed":{"date-parts":[[2026,3,21]],"date-time":"2026-03-21T21:08:24Z","timestamp":1774127304973,"version":"3.50.1"},"reference-count":38,"publisher":"Emerald","issue":"1","license":[{"start":{"date-parts":[[2006,1,1]],"date-time":"2006-01-01T00:00:00Z","timestamp":1136073600000},"content-version":"tdm","delay-in-days":0,"URL":"https:\/\/www.emerald.com\/insight\/site-policies"}],"content-domain":{"domain":[],"crossmark-restriction":false},"short-container-title":[],"published-print":{"date-parts":[[2006,1,1]]},"abstract":"<jats:sec><jats:title content-type=\"abstract-heading\">Purpose<\/jats:title><jats:p>The paper proposes a conceptual framework of the stages of electronic government that describes and integrates the unique relationship between the government and its varied constituents, and identifies and applies the global constraints that affect the implementation of e\u2010government at each stage.<\/jats:p><\/jats:sec><jats:sec><jats:title content-type=\"abstract-heading\">Design\/methodology\/approach<\/jats:title><jats:p>Building on and expanding stages of e\u2010government suggested in prior literature, a framework is designed to recognize that the five stages of e\u2010government will have differing impacts when considering six different categories of constituents. In addition, the framework considers three global constraints superimposed on these stages and relationship; laws and regulations, technical feasibility, and user feasibility. The paper then provides an example of implementation of the framework by exploring the issue of privacy in electronic government.<\/jats:p><\/jats:sec><jats:sec><jats:title content-type=\"abstract-heading\">Findings<\/jats:title><jats:p>The relationships mapped the stages of e\u2010government, affected by global motivators and constraints, are unique and complex. Policy and implementation of e\u2010government should take account of these complexities. Privacy in e\u2010government issues differs significantly when global motivators and constraints are viewed across the complex framework of government stages by constituency.<\/jats:p><\/jats:sec><jats:sec><jats:title content-type=\"abstract-heading\">Research limitations\/implications<\/jats:title><jats:p>The relationships between constituents and stages of e\u2010government, together with the global constraints, should be incorporated into the process of decision\u2010making when government is considering the movement from one stage of e\u2010government to another.
