Appl."],"published-print":{"date-parts":[[2021,2]]},"abstract":"<jats:p>The purpose of this paper is to highlight the importance of planar near-rings (PNR) in the construction of balanced incomplete block designs (BIBD), then to give a new precise formula to blocks of this type of BIBD which enables us to generate useful matrices based on the incidence matrix.
