Eval. Rev."],"published-print":{"date-parts":[[2005,12]]},"abstract":"<jats:p>Consider a neutral observer monitoring network performance based on external network measurements. Whenever congestion symptoms are observed within the network, the neutral observer would be interested in diagnosing the cause of the symptom, and in particular, identifying the congested link within the network. The neutral observer may contemplate to collect external network measurements reflective of network performance and from those measurements infer link delays to identify the congested link.Given the measurements collected, the following result has been obtained in this article. We prove that it is not possible to determine one-way link delays based on external network delay measurements.
