The idea of ACM chapters seems to be to bring together members from a particular locality, so that they can take advantage of their geographical proximity to meet and discuss matters of common interest. In the case of a national chapter --- or a bi-national chapter such as ours --- this idea is not particularly practical, and the chapter has to work to define its purpose.
