In this position paper, we present an overview of FCC's pioneering work framing TV white space rules that allows unlicensed access by secondary users while protecting licensed primary users. The core contribution of this paper is an in-depth analysis of FCC's TV white space regulations (often treated as a global template). We argue that FCC's current white space regulations does not achieve the desired balance between effectively promoting unlicensed secondary access and providing adequate protection of the primary. As more countries around the world look at framing white space regulations, we argue for incorporating a more flexible design that can catalyze a white space device ecosystem to flourish, similar to Wi-Fi.<\/jats:p>","DOI":"10.1145\/3009808.3009816","type":"journal-article","created":{"date-parts":[[2017,4,10]],"date-time":"2017-04-10T12:27:17Z","timestamp":1491827237000},"page":"22-26","update-policy":"https:\/\/doi.org\/10.1145\/crossmark-policy","source":"Crossref","is-referenced-by-count":0,"title":["FROM OPPORTUNISTIC NETWORKS to 3GPP NETWORK-INDEPENDENT DEVICE-TO-DEVICE COMMUNICATION"],"prefix":"10.1145","volume":"20","author":[{"given":"Sylvia T.","family":"Kouyoumdjieva","sequence":"first","affiliation":[{"name":"KTH Royal Institute of Technology, Stockholm, Sweden"}]},{"given":"Gunnar","family":"Karlsson","sequence":"additional","affiliation":[{"name":"KTH Royal Institute of Technology, Stockholm, Sweden"}]}],"member":"320","published-online":{"date-parts":[[2016,10,14]]},"reference":[{"key":"e_1_2_1_1_1","volume-title":"Release 12, TR 22.803 ver. 12.2.0,\"","author":"Project Generation Partnership","year":"2013","unstructured":"3rd Generation Partnership Project : Technical Specification Group Services and System Aspects, \"Feasibility study for proximity Services (ProSe) , Release 12, TR 22.803 ver. 12.2.0,\" June 2013 . 3rd Generation Partnership Project: Technical Specification Group Services and System Aspects, \"Feasibility study for proximity Services (ProSe), Release 12, TR 22.803 ver. 12.2.0,\" June 2013."},{"key":"e_1_2_1_2_1","doi-asserted-by":"publisher","DOI":"10.1109\/TMC.2011.101"},{"key":"e_1_2_1_3_1","doi-asserted-by":"publisher","DOI":"10.1145\/1851322.1851330"},{"key":"e_1_2_1_4_1","volume-title":"Release 12, TR 22.703 ver.12.0.0,\"","author":"Project Generation Partnership","year":"2014","unstructured":"3rd Generation Partnership Project : Technical Specification Group Services and System Aspects, \"Study on architecture enhancements to support Proximity-based Services (ProSe) , Release 12, TR 22.703 ver.12.0.0,\" February 2014 . 3rd Generation Partnership Project: Technical Specification Group Services and System Aspects, \"Study on architecture enhancements to support Proximity-based Services (ProSe), Release 12, TR 22.703 ver.12.0.0,\" February 2014."},{"key":"e_1_2_1_5_1","volume-title":"The case for device-to-device proximate discovery","author":"Qualcomm Technologies Inc.","year":"2013","unstructured":"Qualcomm Technologies Inc. , \"LTE-Direct : The case for device-to-device proximate discovery ,\" February 2013 .
