Although these systems are critical to ensuring the efficiency and safety of our airspace, they are also increasingly vulnerable to cyber threats that could potentially lead to reduction in capacity and\/or reorganization of traffic flows. In this article, we model various cyber threats to ATC systems and analyze how these attacks could impact the flow of aircraft through the airspace. To perform this analysis, we consider a model for wide-area air traffic based on a dynamic queuing network model. Then we introduce three different attacks (Route Denial of Service, Route Selection Tampering, and Sector Denial of Service) to the ATC system and explore how these attacks manipulate the sector flows by evaluating the queue backlogs for each sector\u2019s outflows. Furthermore, we explore graph-level vulnerability metrics to identify the sectors that are most vulnerable to various flow manipulations and compare them to case-study simulations of the various attacks. The results suggest that Route Denial of Service attacks have a significant impact on the target sector and lead to the largest degradation to the overall air traffic flows. Furthermore, the impact of Sector Denial of Service attack impacts are primarily confined to the target sector, whereas Route Selection Tampering impacts are mostly confined to certain aircraft.<\/jats:p>","DOI":"10.1145\/3377425","type":"journal-article","created":{"date-parts":[[2020,3,12]],"date-time":"2020-03-12T07:49:20Z","timestamp":1583999360000},"page":"1-22","update-policy":"https:\/\/doi.org\/10.1145\/crossmark-policy","source":"Crossref","is-referenced-by-count":10,"title":["Cyber Threat Impact Analysis to Air Traffic Flows Through Dynamic Queue Networks"],"prefix":"10.1145","volume":"4","author":[{"given":"Ali","family":"Tamimi","sequence":"first","affiliation":[{"name":"Washington State University, Pullman, WA"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"given":"Adam","family":"Hahn","sequence":"additional","affiliation":[{"name":"Washington State University, Pullman, WA"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"given":"Sandip","family":"Roy","sequence":"additional","affiliation":[{"name":"Washington State University, Pullman, WA"}],"role":[{"role":"author","vocabulary":"crossref"}]}],"member":"320","published-online":{"date-parts":[[2020,3,12]]},"reference":[{"key":"e_1_2_1_1_1","volume-title":"Retrieved","author":"Federal Aviation Administration","year":"2019"},{"key":"e_1_2_1_2_1","volume-title":"Retrieved","author":"Federal Aviation Administration","year":"2013"},{"key":"e_1_2_1_3_1","volume-title":"Proceedings of the 2004 American Control Conference","volume":"6","author":"Bayen Alexandre M."},{"key":"e_1_2_1_4_1","volume-title":"Proceedings of the 11th USA\/Europe Air Traffic Management Research and Development Seminar.","author":"Belle Akshay","year":"2015"},{"key":"e_1_2_1_5_1","volume-title":"Proceedings of Black Hat USA","author":"Costin Andrei","year":"2012"},{"key":"e_1_2_1_6_1","volume-title":"Retrieved","author":"Dillingham Gerald L.","year":"2015"},{"key":"e_1_2_1_7_1","volume-title":"Retrieved","author":"Gwiggner Claus","year":"2008"},{"key":"e_1_2_1_8_1","volume-title":"Aviation Management: Global Perspectives","author":"Khurana K.
