However, many activists have voiced concerns and shared experiences they understand as considerable censorship on these platforms, under the guise of content governance. In an effort to increase the understanding and transparency of content moderation practices during conflicts, this study investigates the perceived reasons for censorship as understood by activists and the explanations made visible to activists by social media platforms, if any were given. Our case study to examine these platforms-activists relations is the events which occurred in May 2021 in East Jerusalem's Sheikh Jarrah neighborhood, which was a significant moment in the Israeli-Palestinian conflict and garnered international attention. The over enforcement of content moderation faced by Palestinians and their allies during these events on social media raised concerns about freedom of speech and the role of technology in activism. Our study deepens understanding through findings from a survey of 201 social media users who reported potentially unfair moderation decisions, and from 12 interviews with political influencers to grasp the broader implications of content moderation on activism. The findings of this study indicate a substantial disparity between the official explanations made visible to the activists by the social media platforms, and the reasons as perceived by users. This has significant implications, both socially and for social media platforms -- as CSCW and Group work environments --- on activist groups and the potentialities of democratic discourse. This study serves as an important contribution to the debate on the role of social media content moderation in human rights activism, particularly in conflict zones.<\/jats:p>","DOI":"10.1145\/3633071","type":"journal-article","created":{"date-parts":[[2024,2,21]],"date-time":"2024-02-21T18:33:13Z","timestamp":1708540393000},"page":"1-21","update-policy":"https:\/\/doi.org\/10.1145\/crossmark-policy","source":"Crossref","is-referenced-by-count":13,"title":["Shielding or Silencing?: An Investigation into Content Moderation during the Sheikh Jarrah Crisis"],"prefix":"10.1145","volume":"8","author":[{"ORCID":"https:\/\/orcid.org\/0000-0003-0645-9026","authenticated-orcid":false,"given":"Houda","family":"Elmimouni","sequence":"first","affiliation":[{"name":"Indiana University, Bloomington, IN, USA"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"ORCID":"https:\/\/orcid.org\/0000-0001-7833-9811","authenticated-orcid":false,"given":"Yarden","family":"Skop","sequence":"additional","affiliation":[{"name":"University of Siegen, Siegen, Germany"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"ORCID":"https:\/\/orcid.org\/0000-0002-5114-9492","authenticated-orcid":false,"given":"Norah","family":"Abokhodair","sequence":"additional","affiliation":[{"name":"Microsoft, Seattle, WA, USA"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"ORCID":"https:\/\/orcid.org\/0000-0003-2541-2776","authenticated-orcid":false,"given":"Sarah","family":"R\u00fcller","sequence":"additional","affiliation":[{"name":"University of Siegen, Siegen, Germany"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"ORCID":"https:\/\/orcid.org\/0000-0001-7693-7340","authenticated-orcid":false,"given":"Konstantin","family":"Aal","sequence":"additional","affiliation":[{"name":"University of Siegen, Siegen, Germany"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"ORCID":"https:\/\/orcid.org\/0000-0002-8787-5410","authenticated-orcid":false,"given":"Anne","family":"Weibert","sequence":"additional","affiliation":[{"name":"University of Siegen, Siegen, Germany"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"ORCID":"https:\/\/orcid.org\/0000-0002-6481-0817","authenticated-orcid":false,"given":"Adel","family":"Al-Dawood","sequence":"additional","affiliation":[{"name":"University of Minnesota, Minneapolis, MN, USA"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"ORCID":"https:\/\/orcid.org\/0000-0002-1214-1551","authenticated-orcid":false,"given":"Volker","family":"Wulf","sequence":"additional","affiliation":[{"name":"University of Siegen, Siegen, Germany"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"ORCID":"https:\/\/orcid.org\/0000-0003-2548-2125","authenticated-orcid":false,"given":"Peter","family":"Tolmie","sequence":"additional","affiliation":[{"name":"University of Siegen, Siegen, Germany"}],"role":[{"role":"author","vocabulary":"crossref"}]}],"member":"320","published-online":{"date-parts":[[2024,2,21]]},"reference":[{"key":"e_1_2_1_1_1","volume-title":"Retrieved","year":"2021","unstructured":"7amleh. 2021.
