Through a series of interviews with 23 professional fact-checkers from around the world, we validate that harm assessment is a central component of how fact-checkers triage their work. We also clarify the processes behind fact-checking prioritization, finding that they are typically ad hoc, and gather suggestions for tools that could help with these processes.<\/jats:p>\n
To address the needs articulated by fact-checkers, we present a structured framework of questions to help fact-checkers negotiate the priority of claims through assessing potential harms. Our FABLE Framework of Misinformation Harms incorporates five dimensions of magnitude---(social) Fragmentation, Actionability, Believability, Likelihood of spread, and Exploitativeness---that can help determine the potential urgency of a specific message or claim when considering misinformation as harm. The result is a practical and conceptual tool to support fact-checkers and others as they make strategic decisions to prioritize their efforts. We conclude with a discussion of computational approaches to support structured prioritization, as well as applications beyond fact-checking to content moderation and curation.<\/jats:p>","DOI":"10.1145\/3641010","type":"journal-article","created":{"date-parts":[[2024,4,29]],"date-time":"2024-04-29T10:05:31Z","timestamp":1714385131000},"page":"1-36","update-policy":"https:\/\/doi.org\/10.1145\/crossmark-policy","source":"Crossref","is-referenced-by-count":19,"title":["Misinformation as a Harm: Structured Approaches for Fact-Checking Prioritization"],"prefix":"10.1145","volume":"8","author":[{"ORCID":"https:\/\/orcid.org\/0000-0002-4803-0730","authenticated-orcid":false,"given":"Connie Moon","family":"Sehat","sequence":"first","affiliation":[{"name":"Hacks\/Hackers, Atlanta, GA, USA"}]},{"ORCID":"https:\/\/orcid.org\/0009-0002-4327-1946","authenticated-orcid":false,"given":"Ryan","family":"Li","sequence":"additional","affiliation":[{"name":"Stanford University, Stanford, CA, USA"}]},{"ORCID":"https:\/\/orcid.org\/0000-0002-7617-4045","authenticated-orcid":false,"given":"Peipei","family":"Nie","sequence":"additional","affiliation":[{"name":"University of Washington, Seattle, WA, USA"}]},{"ORCID":"https:\/\/orcid.org\/0009-0003-1546-8933","authenticated-orcid":false,"given":"Tarunima","family":"Prabhakar","sequence":"additional","affiliation":[{"name":"Tattle Civic Technologies, Gurgaon, India"}]},{"ORCID":"https:\/\/orcid.org\/0000-0001-9462-9835","authenticated-orcid":false,"given":"Amy X.","family":"Zhang","sequence":"additional","affiliation":[{"name":"University of Washington, Seattle, WA, USA"}]}],"member":"320","published-online":{"date-parts":[[2024,4,26]]},"reference":[{"key":"e_1_2_2_1_1","volume-title":"Twelve taken ill after consuming 'coronavirus shaped' datura seeds.
