Amid growing political discussions about banning platforms like TikTok, such actions can create significant ripple effects, particularly impacting marginalized communities. We present a study on Nepal, where a TikTok ban was recently imposed and lifted. As a low-resource country in transition where digital communication is rapidly evolving, TikTok enables a space for community engagement and cultural expression. In this context, we conducted an online survey (\n N=108<\/jats:italic>\n ) to explore user values, experiences, and strategies for navigating online spaces post-ban. By examining these transitions, we aim to improve our understanding of how digital technologies, policy responses, and cultural dynamics interact globally and their implications for governance and societal norms. Our results indicate that users express skepticism toward platform bans but often passively accept them without active opposition. Findings suggest the importance of institutionalizing collective governance models that encourage public deliberation, nuanced control, and socially resonant policy decisions.\n <\/jats:p>","DOI":"10.1145\/3757648","type":"journal-article","created":{"date-parts":[[2025,10,16]],"date-time":"2025-10-16T16:59:10Z","timestamp":1760633950000},"page":"1-33","update-policy":"https:\/\/doi.org\/10.1145\/crossmark-policy","source":"Crossref","is-referenced-by-count":1,"title":["Regulating Social Media: Surveying the Impact of Nepali Government's TikTok Ban"],"prefix":"10.1145","volume":"9","author":[{"ORCID":"https:\/\/orcid.org\/0009-0008-6965-9504","authenticated-orcid":false,"given":"Prerana","family":"Khatiwada","sequence":"first","affiliation":[{"name":"University of Delaware, Newark, Delaware, USA"}]},{"ORCID":"https:\/\/orcid.org\/0009-0008-7262-9875","authenticated-orcid":false,"given":"Alejandro","family":"Ciuba","sequence":"additional","affiliation":[{"name":"University of Pittsburgh, Pittsburgh, PA, USA"}]},{"ORCID":"https:\/\/orcid.org\/0009-0009-5517-0932","authenticated-orcid":false,"given":"Aditya","family":"Nayak","sequence":"additional","affiliation":[{"name":"University of Pittsburgh, Pittsburgh, PA, USA"}]},{"ORCID":"https:\/\/orcid.org\/0000-0001-8023-4648","authenticated-orcid":false,"given":"Aakash","family":"Gautam","sequence":"additional","affiliation":[{"name":"University of Pittsburgh, Pittsburgh, PA, USA"}]},{"ORCID":"https:\/\/orcid.org\/0000-0001-5359-6520","authenticated-orcid":false,"given":"Matthew Louis","family":"Mauriello","sequence":"additional","affiliation":[{"name":"University of Delaware, Newark, Delaware, USA"}]}],"member":"320","published-online":{"date-parts":[[2025,10,16]]},"reference":[{"key":"e_1_2_2_1_1","doi-asserted-by":"publisher","DOI":"10.1002\/mhw.33509"},{"key":"e_1_2_2_2_1","doi-asserted-by":"publisher","DOI":"10.1002\/cala.41042"},{"key":"e_1_2_2_3_1","doi-asserted-by":"publisher","DOI":"10.1108\/dta-03-2022-0107"},{"key":"e_1_2_2_4_1","doi-asserted-by":"publisher","DOI":"10.1207\/S15327051HCI1523_5"},{"key":"e_1_2_2_5_1","volume-title":"Navigating the TikTok Ban: A Case Study on Digital Policy in Nepal.
