In assembling the balances, a very important requirement is to ensure consistency. The main problem is the following: qualitative information are necessary to maintain the reliability of the balances. Because of several sources of data, several kind of data manipulation, use of current and fix prices, etc., the qualitative information are not consistent, and they contradict to the quantitative information as well. This inconsistency usually is invisible to the experts, partly because of the complexity and partly by the magnitude of the relevant information.
