The purpose of this pa per is to describe the Trailblazer federation. The paper is organized by the steps of the Federa tion Development and Execution Process (FEDEP). The FEDEP is a systems engineer ing process for the development of federations of simulations using the High Level Architec ture (HLA) and was used as the roadmap for development of the Trailblazer federation.
