By using the MDADT approach and the Lyapunov\u2013Krasovskii functional technique, sufficient conditions are obtained to ensure the error system is globally exponentially stable. An algorithm is proposed to design the observer gain matrices via linear programming. Finally, two examples are provided to illustrate the effectiveness of the proposed
