In this paper, we propose an OWL-based extensible trans-coding system (OETS) which is based on an extensible transcoding policy infrastructure, with a hierarchical structure of ontologies, and can automatically render an HTML document in mobile devices. In order to create common knowledge of OETS, we develop two top level ontologies: procedural sensor\/effector ontology (PSEO) and markup file taxonomy ontology (MFTO). PSEO combines with situated logic to support sensor\/effector procedures attached to an ontology class, while MFTO supports the markup file and structural components classification.
