To address the challenges posed by time-varying delay and all unstable modes, the discretized time-varying Lyapunov function method and Razumakin technique are utilized. New delay-independent stability criteria are derived for both discrete and distributed time-varying delay cases. Finally, two numerical examples are given to demonstrate the efficacy and the reduced conservatism of the proposed
