The study was conducted against the background of the statutory duty of UK public library services to provide for blind and partially sighted users under the 1995 Disability Discrimination Act. The full objectives of the survey were: to build on and extend the findings of the 1997 Royal National Institute for the Blind (RNIB) Survey of public library authorities; to assess progress in UK authorities since the 1997 Survey; to assess developments in the new unitary authorities; to monitor the progress of public library services against the Library Association\u2019s Guidelines; and to place particular emphasis upon measuring service to users and the integration of public library services with those of other agencies. Data were gathered from 141 UK public library authorities (67.79% response rate). Presents a number of recommendations, highlighting the actions required to ensure greater equity of provision and to bring UK services up to a common high standard in this area, covering: policy statements; budgetary provision; staffing; partnerships; service evaluation; materials provision; equipment; provision and access; and promotion.<\/jats:p>","DOI":"10.1177\/096100060103300102","type":"journal-article","created":{"date-parts":[[2008,3,27]],"date-time":"2008-03-27T02:06:02Z","timestamp":1206583562000},"page":"5-14","source":"Crossref","is-referenced-by-count":9,"title":["A new outlook"],"prefix":"10.1177","volume":"33","author":[{"given":"Margaret","family":"Kinnell","sequence":"first","affiliation":[{"name":"De Montfort University"}],"role":[{"role":"author","vocabulary":"crossref"}]},{"given":"Claire","family":"Creaser","sequence":"additional","affiliation":[{"name":"LISU,"}],"role":[{"role":"author","vocabulary":"crossref"}]}],"member":"179","published-online":{"date-parts":[[2001,3,1]]},"reference":[{"key":"atypb1","volume-title":"Public library services to visually disabled children","author":"Basu, Santi","year":"1991"},{"key":"atypb2","volume-title":"The large print book and its user","author":"Bell, Lorna","year":"1980"},{"issue":"1","key":"atypb3","first-page":"10","volume":"4","author":"Brazier, Helen","year":"1999","journal-title":"Library Technology"},{"key":"atypb4","volume-title":"The integrated accessible library: a model of service development for the 21st century","author":"Brophy, Peter","year":"1999"},{"key":"atypb5","volume-title":"Blind and partially sighted adults in Britain: the RNIB survey","author":"Bruce, Ian","year":"1991"},{"key":"atypb6","volume-title":"The leisure reading habits of visually impaired people using audio reading services: customer survey, April 1998","author":"Chartres, Stephen","year":"1998"},{"key":"atypb7","volume-title":"RNIB Talking Book Service","author":"Chartres, Stephen","year":"1999"},{"key":"atypb8","volume-title":"Public library statistics: 1998-99 actuals","author":"Chartered Institute of Public Finance and Accountancy","year":"1999"},{"key":"atypb9","volume-title":"The public library and blind people","author":"Craddock, Peter","year":"1985"},{"key":"atypb10","volume-title":"Project Libra: the provision and use of reading aids for visually impaired and other print handicapped people in UK public libraries","author":"Craddock, Peter","year":"1996"},{"key":"atypb11","doi-asserted-by":"publisher","DOI":"10.1046\/j.1365-2532.1990.720073.x"},{"issue":"1","key":"atypb12","first-page":"13","volume":"4","author":"Gallimore, Alec","year":"1999","journal-title":"Library Technology"},{"key":"atypb13","volume-title":"66th IFLA General Conference, Jerusalem 13-18 August, 2000","author":"Griebel, Rosemary"},{"key":"atypb14","first-page":"247","volume":"12","author":"Hagle, Alfred","year":"1982","journal-title":"Advances in Librarianship"},{"key":"atypb15","volume-title":"Public library services for visually impaired people: Report to the Library and Information Commission","author":"Kinnell, Margaret","year":"2000"},{"key":"atypb16","volume-title":"Investing in children","author":"Library and Information Services Council (England) Working Party on Library Services for Children and Young People","year":"1995"},{"key":"atypb17","doi-asserted-by":"publisher","DOI":"10.1108\/eb045260"},{"key":"atypb18","volume-title":"Library and information services for visually impaired people: national guidelines","author":"Machell, Jean","year":"1996"},{"key":"atypb19","volume-title":"Improving library services to physically disabled persons: a self-evaluation checklist","author":"Needham, William","year":"1983"},{"key":"atypb20","doi-asserted-by":"publisher","DOI":"10.1108\/eb040631"},{"key":"atypb21","volume-title":"How RNIB can help","author":"Royal National Institute for the Blind","year":"2000"},{"key":"atypb22","volume-title":"About the Pilot Internet Project","author":"Royal National Institute for the Blind","year":"1999"},{"key":"atypb23","unstructured":"TNAUK (1999) Spreading the net with SIGHTLINE URL: http:\/\/www.tnauk.org.uk\/frames.htm.
