The focus of the project is placed on the importance of international collaboration in the development of these programs, using one specific literacy as an example: data literacy. This paper provides the working methodology for the project, based on prior definition of the conceptual elements and, subsequently, on the design of a Delphi study in which 15 experts from the partner countries evaluated and reached a consensus on the importance of the learning objectives and training programs presented. The results for data literacy highlight the need to apply replicable methodologies when designing skills programs.
