Constructing this service system requires considering both internal and external factors, such as cultural environment, population, economic support, and social stability. This study focuses on Heilongjiang Province as the research area and randomly selects 14 natural villages as survey targets, collecting data from 2017 to 2021. By employing a coupled coordination degree model, the rural public cultural services system and its three subsystems are analyzed. The findings reveal that the development impact of public cultural service during the period of 2017\u20132021 was suboptimal and volatile. The subsystems exhibit strong mutual influence, and adjustments to the overall situation can be made by intervening in individual systems or indices.
