Furthermore, since the early 2000s, attention has been drawn to the appearance of a new form of governance, termed \u201ccollaborative governance\u201d. In this context, the ecosystem metaphor has increasingly been put forward as a tool for leading change in the public sector and beyond, as it accounts for the interdependency of social, technological and information systems and stresses their self-organizing and co-evolutionary character. To systematize the use of the ecosystem metaphor in analysing and leading the establishment of data ecosystems and to take stock of the know-how in the field, the present paper proposes an analytical framework that draws on a synthesis of the current literature on data ecosystems. To demonstrate its practical value and its limitations, the framework has been applied to a concrete case: the Linked Open Data Ecosystem for the Performing Arts. The analytical framework rests on four key dimensions which represent the cornerstones of a data ecosystem: (i) data sharing; (ii) interoperability and shared infrastructures; (iii) stakeholder involvement; and (iv) economic sustainability.
