Charged with demonstrating the sincerity of the US colonial project, Ralph Harrington Doane, the last American Consulting Architect to serve the Insular Government, attempted to overcome concrete\u2019s characterless industrial appearance by confecting a new artificial stone, mixing local marbles with imported Portland cement.
