As they outlast the legacy of divide-and-rule tactics played out in Iraq, Anbari people are faced with separation and confinement that produce what one man called \u201cthe terrorist sandwich\u201d: the deadly paralysis of being increasingly bounded to particular regions, places, and families that weaken diverse and unified popular resistance to coercive
