This Europeanisation process did not produce homogeneous results, however, since comparable EU-funded territorial policy instruments generated dissimilar outcomes in different contexts. This article aims to compare the implementation of Territorial Employment Pacts, a Community Initiative the main features of which were a territorial-focused strategy, local-level involvement and a creative approach to governance, in the cases of Portugal and Italy.
