Um einen Mehrwert aus Open Data f\u00fcr B\u00fcrger zu generieren, k\u00f6nnen Open-Data-basierte Anwendungen eine wichtige Rolle spielen. Allerdings unterliegt die Entwicklung solcher Anwendungen einigen Hindernissen. Der vorliegende Beitrag untersucht die Barrieren f\u00fcr die Entwicklung von Open-Data-basierten Anwendungen und unterbreitet L\u00f6sungsvorschl\u00e4ge f\u00fcr Betreiber von Open-Data-Portalen. Hierf\u00fcr wurden 15\u00a0semi-strukturierte Interviews mit technisch versierten Nutzern, insb. Softwareentwicklern durchgef\u00fchrt. Die Open Data Value Chain wurde als Grundlage genutzt, um 21\u00a0Ma\u00dfnahmenvorschl\u00e4ge zur Verbesserung von Open-Data-Portalen zu synthetisieren. Um die Nutzung von Open Data durch Entwickler zu erleichtern, sollten sich Open-Data-Portale insbesondere st\u00e4rker an der Datennachfrage orientieren, eine gute Auffindbarkeit von Datens\u00e4tzen sicherstellen, die Nutzbarkeit der Daten verbessern, gute Rahmenbedingungen f\u00fcr Entwickler schaffen, die Arbeit mit den Daten erleichtern und beim Betrieb und Hosting resultierender Anwendungen unterst\u00fctzen.
