Hauptgr\u00fcnde hierf\u00fcr sind unter anderem unzureichende Datenqualit\u00e4t, mangelnde Zug\u00e4nglichkeit und fehlende Kompetenzen, die zu un\u00fcberwindbaren Barrieren w\u00e4hrend der Wertsch\u00f6pfung f\u00fchren k\u00f6nnen. Der vorliegende Beitrag untersucht die Open-Data-Wertsch\u00f6pfungskette und identifiziert zentrale Herausforderungen in Form von Wertgenerierungsl\u00fccken, die die effektive Nutzung von Open Data durch zentrale Stakeholdergruppen (B\u00fcrger, Entwickler und Unternehmen) beeintr\u00e4chtigen. Auf dieser Basis werden spezifische Softwareartefakte vorgeschlagen (Open-Data-App-Portal, KI-Schnittstelle, R\u00fcckkopplungskan\u00e4le), die den betrachteten Stakeholdergruppen bei der \u00dcberwindung der identifizierten Wertgenerierungsl\u00fccken Unterst\u00fctzung bieten k\u00f6nnen. Dar\u00fcber hinaus wird die besondere Rolle der \u00f6ffentlichen Verwaltung als Bereitsteller von Open Data und damit als wichtiger Akteur beim Abbau von Nutzungsbarrieren diskutiert.
