To this end, the role of policies that promote the educational inclusion of young people with disabilities in secondary education and higher education in federal educational institutions was discussed, and for the inclusion of historically marginalized groups. The theoretical basis is given by Frigotto (2016), Garcia (2017) and Schmidt (2018). It was evidenced that, in an analysis of Laws n\u00ba 12.711\/2012 and 13.409\/2016, TEC NEP, PNAES and SECADI actions are coherent policies to face the problem of exclusion in education.
