O argumento central aponta que os fatores ideacionais assumem relev\u00e2ncia crescente nos debates de pol\u00edtica externa, porque um n\u00famero cada vez maior de especialistas da sub\u00e1rea de an\u00e1lise de pol\u00edtica externa - predominantemente autores neoinstitucionalistas, construtivistas \"moderados\" e p\u00f3s-estruturalistas envolvidos nessas discuss\u00f5es - concebeu que as ideias podem ter impacto sobre o conte\u00fado e os rumos de pol\u00edticas externas ao oferecer mapas que ampliam a clareza dos atores sobre objetivos ou a rela\u00e7\u00e3o entre meios e fins em condi\u00e7\u00f5es de incerteza, afetar resultados de situa\u00e7\u00f5es estrat\u00e9gicas em que n\u00e3o h\u00e1 um \u00fanico equil\u00edbrio e generalizar padr\u00f5es de comportamento quando incorporadas em institui\u00e7\u00f5es (enfoque neoinstitucionalista). Podem tamb\u00e9m regular o comportamento pol\u00edtico dos Estados e construir suas identidades e interesses de pol\u00edtica externa, de forma que tais fatores ideacionais podem ser vistos como end\u00f3genos \u00e0 intera\u00e7\u00e3o. Os ambientes em que os atores est\u00e3o envolvidos podem ser concebidos como ideacionais em vez de apenas materiais e constituir as propriedades b\u00e1sicas desses atores. O significado de for\u00e7as materiais tamb\u00e9m pode depender de ideias compartilhadas (enfoque construtivista.
