Parte-se de uma revis\u00e3o da literatura, incluindo estudos que t\u00eam analisado processos an\u00e1logos em diferentes regi\u00f5es do mundo, assim como aqueles que permitem contextualizar a realidade portuguesa. Em seguida, providencia-se uma an\u00e1lise estat\u00edstica da evolu\u00e7\u00e3o dos indicadores educativos nos 278 munic\u00edpios, correlacionando pol\u00edticas de consolida\u00e7\u00e3o com perfis territoriais, r\u00e1cios de alunos por professor e taxas de sucesso educativo. Entre os principais resultados, destaca-se o facto de as pol\u00edticas de consolida\u00e7\u00e3o n\u00e3o terem reduzido os padr\u00f5es de contrata\u00e7\u00e3o docente e favorecerem uma melhoria dos resultados escolares, sobretudo, nos munic\u00edpios em que a rede educativa era muito fragmentada.
