Pesqui."],"abstract":"<jats:p>Resumo O entendimento da educa\u00e7\u00e3o como um direito universalmente reconhecido e como um bem comum torna pertinente indagar a sua rela\u00e7\u00e3o com o caso espec\u00edfico das crian\u00e7as at\u00e9 aos 3 anos no Portugal democr\u00e1tico e debater as fun\u00e7\u00f5es atribu\u00eddas \u00e0 creche, considerando a interdepend\u00eancia cuidar e educar. Referenciadas \u00e0s Ci\u00eancias da Educa\u00e7\u00e3o e \u00e0s Sociologias da Inf\u00e2ncia, da Fam\u00edlia e da Educa\u00e7\u00e3o perseguem-se aqueles objetivos submetendo \u00e0 an\u00e1lise cinco documentos estruturantes das pol\u00edticas sociais para a creche \u2013 Despacho Normativo 131\/84; Despacho Normativo 99\/89; Portaria 262\/2011; Portaria 271\/2020; Portaria 190-A\/2023 \u2013, para neles identificar as conce\u00e7\u00f5es de crian\u00e7a, cuidado e educa\u00e7\u00e3o; compreender as suas continuidades, mudan\u00e7as e tens\u00f5es; problematizar a resposta social e\/ou educativa que \u00e9 preconizada. Os resultados apontam para a preval\u00eancia de uma pol\u00edtica social que, apresentando avan\u00e7os e retrocessos no per\u00edodo considerado, procura responder \u00e0s fam\u00edlias que trabalham, sobressaindo uma conce\u00e7\u00e3o de creche com fun\u00e7\u00f5es de guarda e cuidado (Portugal, 1984, 1989). Posteriormente, um conjunto de recomenda\u00e7\u00f5es internacionais e nacionais reflete-se numa conce\u00e7\u00e3o da creche enquanto resposta socioeducativa em que as crian\u00e7as ganham alguma centralidade e n\u00e3o apenas as fam\u00edlias (Portugal, 2011, 2020), assistindo-se agora a um retrocesso educativo (Portugal, 2023). A presen\u00e7a de ambiguidades, tens\u00f5es e contradi\u00e7\u00f5es nas conce\u00e7\u00f5es de creche, cuidado e educa\u00e7\u00e3o abre assim espa\u00e7o para debater a dicotomia cuidar\/educar em prol da sua qualidade, e da justi\u00e7a e equidade na vida das crian\u00e7as e
