Gold is revealed mainly in the areas that are unattractive commercial development. The absence of a legal basis for this type of activity leads to illegal development of such deposits. The organizational and economic mechanism, implemented on the principles of public-private partnership, is aimed at solving problems in this field of activity. A methodological approach to estimating the off-balance deposits and production management developed on the basis of the theory of fuzzy sets and methods of optimal planning makes it possible to specify the potential of low-efficiency mining deposits with a view to their subsequent development.
