As BCI technologies advance rapidly, significant ethical concerns have surfaced, particularly regarding regulation and the protection of human rights. The research underscores the urgent need for a coherent global regulatory framework that can effectively address these challenges, emphasising the importance of robust human rights protections in the adoption of such frameworks. The paper employs a multidisciplinary approach that combines technical, policy, and legal analyses to redefine core human rights concepts, such as freedom of thought, right to privacy, integrity, and identity, within the context of BCI use.
