Ciencia Ens."],"abstract":"<jats:p>Resumo \nNeste trabalho faz-se uma an\u00e1lise da Historia da evolu\u00e7\u00e3o da regulamenta\u00e7\u00e3o de prote\u00e7\u00e3o ambiental relativa \u00e0 gest\u00e3o de efluentes e res\u00edduos vitivin\u00edcolas nas ultimas 3 d\u00e9cadas (ap\u00f3s a ades\u00e3o de Portugal \u00e0 ent\u00e3o CEE). \nH\u00e1 j\u00e1 alguns s\u00e9culos que se percebeu a import\u00e2ncia da preserva\u00e7\u00e3o da fauna e da flora do meio ambiente para a nossa sobreviv\u00eancia e para a manuten\u00e7\u00e3o do planeta terra em condi\u00e7\u00f5es de permitir a sobreviv\u00eancia das gera\u00e7\u00f5es vindouras (desenvolvimento sustent\u00e1vel, hoje em dia falamos de economia circular). \nContudo, nos pa\u00edses industrializados da europa, a regulamenta\u00e7\u00e3o ocorreu principalmente nas \u00faltimas 3-4 d\u00e9cadas, integrando de maneira crescente a preocupa\u00e7\u00e3o ambiental, e evoluindo gradualmente de uma mera preocupa\u00e7\u00e3o com o processo t\u00e9cnico de tratamento de efluentes e res\u00edduos, para uma perspetiva mais global de economia sustent\u00e1vel. De forma l\u00f3gica, a preocupa\u00e7\u00e3o dos legisladores come\u00e7ou primeiro pelo despejo de efluentes e res\u00edduos industrias perigosos\/t\u00f3xicos, estendendo-se progressivamente aos restantes res\u00edduos e efluentes humanos, agroind\u00fastrias e agr\u00edcolas.\n\u00c9 normalmente a legisla\u00e7\u00e3o da uni\u00e3o europeia que serve de bar\u00f3metro, sendo transposta \u00e0 posteriori e regularmente (algumas vezes alguns anos depois) para a legisla\u00e7\u00e3o dos diversos pa\u00edses membros, nas mais diversas \u00e1reas. Esta legisla\u00e7\u00e3o aborda frequentemente a fileira completa da mat\u00e9ria prima, aos produtos e efluentes, incluindo a gest\u00e3o dos res\u00edduos, a reutiliza\u00e7\u00e3o dos materiais, a prote\u00e7\u00e3o das \u00e1guas, as condi\u00e7\u00f5es de utiliza\u00e7\u00e3o das lamas de ETARs e a luta contra a polui\u00e7\u00e3o por nitratos. Estas Diretivas da UE s\u00e3o, pois, a base dos textos que cada um dos estados membros dever\u00e3o transpor em devido tempo.\nPalavras-chave: Legisla\u00e7\u00e3o; adega, ambiente; historia da ci\u00eancia, Portugal \nAbstract\nIn this article we analyse the history and the evolution of the environmental protection regulations related to the Winery effluents and wastes management in the last 3 decades (after Portugal's accession to the EEC).\nFor some centuries we have realized the importance of preserving the environmental fauna and flora for our survival and for maintaining f the planet earth in good conditions to allow the survival of future generations (sustainable development, nowadays we speak in circular economy).\nHowever, in industrialized European countries, regulation has occurred mainly in the last 3-4 decades, increasingly integrating environmental concerns, and gradually evolving from a mere concern with the technical process of wastewater treatment to a more global perspective of sustainable economy. \nUnderstandably, the concern of legislators first began by management of effluents and wastes from hazardous\/toxic industries, progressively extending to others such as human, agro-industrial and agricultural wastes.\nUsually the legislation from the European Union serves as a guide, being transposed posteriorly and regularly (sometimes a few years later) into the legislation of the several countries members of the EU, in the most diverse areas. This legislation often comprises the full range of the area, from raw materials, products and effluents, including waste management, reuse of materials, water protection, conditions for the use of sludge from wastewater treatment plants and the fight against nitrate pollution.
