The methodology adopted combines bibliographical research and documentary analysis, with a qualitative and quantitative approach. The historical frameworks reveal a convergence in the conception of vocational education as a mechanism for economic development and social justice, but they also show persistent structural limitations, such as the duality between technical and scientific-humanistic education and subordination to market demands. The socio-economic and educational contexts of the two countries differ significantly, which is reflected in recent policy approaches: in Brazil, with a strong social appeal; in Portugal, with a more technocratic and strategic character. The educational indicators show progress in Brazil in terms of ethnic-racial inclusion and in Portugal in terms of employability, although the absence of some data limits a more in-depth analysis. The conclusion is that Brazil faces deeper challenges, which go beyond the educational sphere and involve structural, economic and social dimensions.
