We propose a set\nof quantitative metrics for scalability, flexibility,\nand emergence which are capable of addressing\nthese needs during the system design process. We\ndemonstrate the applicability of our proposed met-\nrics as a design tool by solving a large object gath-\nering problem in temporally varying operating con-\nditions using iterative hypothesis evaluation.
