This paper presents a first formal framework for long-term PB, based on a sequence of budgeting problems as main input. We introduce a theory of fairness for this setting, focusing on three main concepts that apply to types (groups) of voters:\n\n(i) achieving equal welfare for all types, (ii) minimizing inequality of welfare (as measured by the Gini coefficient), and (iii) achieving equal welfare in the long run.\n\nWe investigate under which conditions these criteria can be  satisfied, and analyze the computational complexity of verifying whether they hold.<\/jats:p>","DOI":"10.24963\/ijcai.2021\/42","type":"proceedings-article","created":{"date-parts":[[2021,8,11]],"date-time":"2021-08-11T07:00:49Z","timestamp":1628665249000},"page":"299-305","source":"Crossref","is-referenced-by-count":6,"title":["Fairness in Long-Term Participatory Budgeting"],"prefix":"10.24963","author":[{"given":"Martin","family":"Lackner","sequence":"first","affiliation":[{"name":"DBAI, TU Wien"}]},{"given":"Jan","family":"Maly","sequence":"additional","affiliation":[{"name":"DBAI, TU Wien"}]},{"given":"Simon","family":"Rey","sequence":"additional","affiliation":[{"name":"Institute for Logic, Language and Computation, University of Amsterdam"}]}],"member":"10584","event":{"name":"Thirtieth International Joint Conference on Artificial Intelligence {IJCAI-21}","theme":"Artificial Intelligence","location":"Montreal, Canada","acronym":"IJCAI-2021","number":"30","sponsor":["International Joint Conferences on Artificial Intelligence Organization (IJCAI)"],"start":{"date-parts":[[2021,8,19]]},"end":{"date-parts":[[2021,8,27]]}},"container-title":["Proceedings of the Thirtieth International Joint Conference on Artificial Intelligence"],"original-title":[],"deposited":{"date-parts":[[2021,8,11]],"date-time":"2021-08-11T07:01:04Z","timestamp":1628665264000},"score":1,"resource":{"primary":{"URL":"https:\/\/www.ijcai.org\/proceedings\/2021\/42"}},"subtitle":[],"proceedings-subject":"Artificial Intelligence Research Articles","short-title":[],"issued":{"date-parts":[[2021,8]]},"references-count":0,"URL":"https:\/\/doi.org\/10.24963\/ijcai.2021\/42","relation":{},"subject":[],"published":{"date-parts":[[2021,8]]}}}
