However, existing AI-based regulation techniques are often tailored to specific application domains and thus are difficult to generalize in an automated manner. This paper presents Horae, a unified specification language for modeling (multimodal) regulation rules across a diverse set of domains. We showcase how Horae facilitates an intelligent service regulation pipeline by further exploiting a fine-tuned large language model named RuleGPT that automates the Horae modeling process, thereby yielding an end-to-end framework for fully automated intelligent service regulation. The feasibility and effectiveness of our framework are demonstrated over a benchmark of various real-world regulation domains. In particular, we show that our open-sourced, fine-tuned RuleGPT with 7B parameters suffices to outperform GPT-3.5 and perform on par with GPT-4o.<\/jats:p>","DOI":"10.24963\/ijcai.2025\/1039","type":"proceedings-article","created":{"date-parts":[[2025,9,19]],"date-time":"2025-09-19T08:10:40Z","timestamp":1758269440000},"page":"9349-9356","source":"Crossref","is-referenced-by-count":0,"title":["Horae: A Domain-Agnostic Language for Automated Service Regulation"],"prefix":"10.24963","author":[{"given":"Yutao","family":"Sun","sequence":"first","affiliation":[{"name":"Zhejiang University"}]},{"given":"Mingshuai","family":"Chen","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]},{"given":"Tiancheng","family":"Zhao","sequence":"additional","affiliation":[{"name":"Binjiang Institute of Zhejiang University"}]},{"given":"Kangjia","family":"Zhao","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]},{"given":"He","family":"Li","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]},{"given":"Jintao","family":"Chen","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]},{"given":"Zhongyi","family":"Wang","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]},{"given":"Liqiang","family":"Lu","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]},{"given":"Xinkui","family":"Zhao","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]},{"given":"Shuiguang","family":"Deng","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]},{"given":"Jianwei","family":"Yin","sequence":"additional","affiliation":[{"name":"Zhejiang University"}]}],"member":"10584","event":{"number":"34","sponsor":["International Joint Conferences on Artificial Intelligence Organization (IJCAI)"],"acronym":"IJCAI-2025","name":"Thirty-Fourth International Joint Conference on Artificial Intelligence {IJCAI-25}","start":{"date-parts":[[2025,8,16]]},"theme":"Artificial Intelligence","location":"Montreal, Canada","end":{"date-parts":[[2025,8,22]]}},"container-title":["Proceedings of the Thirty-Fourth International Joint Conference on Artificial Intelligence"],"original-title":[],"deposited":{"date-parts":[[2025,9,23]],"date-time":"2025-09-23T11:35:56Z","timestamp":1758627356000},"score":1,"resource":{"primary":{"URL":"https:\/\/www.ijcai.org\/proceedings\/2025\/1039"}},"subtitle":[],"proceedings-subject":"Artificial Intelligence Research Articles","short-title":[],"issued":{"date-parts":[[2025,9]]},"references-count":0,"URL":"https:\/\/doi.org\/10.24963\/ijcai.2025\/1039","relation":{},"subject":[],"published":{"date-parts":[[2025,9]]}}}
