Au Portugal, \u00e0 l\u2019\u00e9chelon municipal, le Plan directeur municipal (PDM \u2013 plano diretor municipal) est l\u2019outil de gestion qui fonde la planification et l\u2019organisation \u00e0 long terme du territoire. Puisque le PDM impose des contraintes \u00e0 la population, celle-ci devrait pouvoir y acc\u00e9der et l\u2019interpr\u00e9ter facilement. Pourtant, \u00e0 cause de l\u2019\u00e9norme quantit\u00e9 d\u2019information qu\u2019il contient, les gens ont souvent du mal \u00e0 comprendre son contenu, pr\u00e9sent\u00e9 uniquement sous la forme d\u2019\u00e9l\u00e9ments cartographiques statiques. La comparaison de 60 sites web offrant des renseignements g\u00e9ographiques \u00e0 un vaste public a permis de constater que les donn\u00e9es sont plus engageantes quand elles s\u2019accompagnent d\u2019\u00e9l\u00e9ments narratifs, visuels et interactifs et qu\u2019elles sont pr\u00e9sent\u00e9es en portions variables, avec l\u2019information n\u00e9cessaire pour les partitionner, y naviguer ou y faire des recherches. Cette flexibilit\u00e9 est particuli\u00e8rement importante dans les grands ensembles de donn\u00e9es, dont la compr\u00e9hension et l\u2019analyse ad\u00e9quates exigent un niveau d\u00e9croissant de complexit\u00e9. Nous avons constat\u00e9 que les g\u00e9oportails consacr\u00e9s aux politiques publiques en mati\u00e8re de territoire souffraient d\u2019un manque d\u2019\u00e9l\u00e9ments narratifs et que ceux-ci en am\u00e9lioreraient la compr\u00e9hension.
