A decision support system developed for this purpose is implemented as a network of a set of Web-services. Web-services are designed to organize a service network according to context represented by a “problem model,” which specifies problems to be solved in a particular kind of emergency situation. Context representation is based on knowledge extracted from the application domain (application ontology) and is formalized by a set of constraints. The purpose of the service network is to provide a decision support system with contextualized information from diverse information sources and to solve the problems specified in the context . The paper presents the process of designing an application ontology for the emergency management domain from Semantic Web Ontologies, and a hybrid technology for context-aware operational decision support. The technology is based on ontology management, context management, constraint satisfaction, and Web Services. Application of the above ideas is illustrated by an example of a decision support system for real-time resource management in logistics operations for fire response.<\/jats:p>","DOI":"10.3233\/978-1-60750-621-8-193","type":"book-chapter","created":{"date-parts":[[2025,2,19]],"date-time":"2025-02-19T19:11:46Z","timestamp":1739992306000},"source":"Crossref","is-referenced-by-count":0,"title":["Web-Service Network for Context-Aware Emergency Management"],"prefix":"10.3233","author":[{"family":"Smirnov Alexander","sequence":"additional","affiliation":[],"role":[{"role":"author","vocabulary":"crossref"}]},{"family":"Shilov Nikolay","sequence":"additional","affiliation":[],"role":[{"role":"author","vocabulary":"crossref"}]},{"family":"Levashova Tatiana","sequence":"additional","affiliation":[],"role":[{"role":"author","vocabulary":"crossref"}]},{"family":"Kashevnik Alexey","sequence":"additional","affiliation":[],"role":[{"role":"author","vocabulary":"crossref"}]}],"member":"7437","container-title":["NATO Science for Peace and Security Series - D: Information and Communication Security","Human Systems Integration to Enhance Maritime Domain Awareness for Port\/Harbour Security"],"original-title":[],"deposited":{"date-parts":[[2025,2,19]],"date-time":"2025-02-19T19:15:04Z","timestamp":1739992504000},"score":1,"resource":{"primary":{"URL":"https:\/\/www.medra.org\/servlet\/aliasResolver?alias=iospressISSNISBN&issn=1874-6268&volume=28&spage=193"}},"subtitle":[],"short-title":[],"issued":{"date-parts":[[2010]]},"references-count":0,"URL":"https:\/\/doi.org\/10.3233\/978-1-60750-621-8-193","relation":{},"ISSN":["1874-6268"],"issn-type":[{"value":"1874-6268","type":"print"}],"subject":[],"published":{"date-parts":[[2010]]}}}
