Due to the dynamic routing and transmission collision, the data delivery time in IWSN is unpredictable. Considering the power consumption, the sensor node closing to the sink node will incur more power consumption for help other data forwarding. In this paper, a proactive routing which constructs the sensor nodes into a logical circular chain topology (i.e., ring topology) to avoiding the data collision problem and to provide bounded transmission delay. We propose two schemes to construct a load-balanced logical circular chain for prolonging the network life-time. The first one is to convert IWSN circular chain construction problem to the traveling salesman problem (TSP) with genetic algorithm and heuristic algorithm, and the other one is linear programming scheme with simulated anneal algorithm. A Ping-Pong Token mechanism which can prolong the network life-time and balance residual power of each node is applied.
