Numerous reports pointed to management and structural failures that started during the procurement phase when insufficient budget was apportioned to the through life costs through to failure to learn from previous projects, poor risk management practices, lack of responsibility and accountability and failure to adequately communicate between stakeholders. Government thinking has flavoured the use performance based contracts known as Contract for Availability (CfA). However, research has shown that effective CfA type contracts only work by adopting proven enterprise architecture frameworks.
