The South African Constitution and legislation governing the structures and mandate of the different spheres of government aim towards municipalities needing to become more developmental in the way it serves the community with a specific focus on the poor and vulnerable. It sets ideals to overcome the inheritance of the past. However, how to do this is sometimes still unclear. This paper is a case study illustrating how Stellenbosch Municipality overcame obstacles of perceived legislative restrictions, silo operations and antiquated thinking, working towards social inclusion for all its citizens. In moving away from disability accessibility and embracing universal access as a way in which to deliver basic services, Stellenbosch discovered the beginning of the process of overcoming the negative legacy of the past. Understanding the Universal Design principles and approach illustrated how South African municipalities can promote the concept of our rainbow nation as envisioned in the Constitution.<\/jats:p>","DOI":"10.3233\/978-1-61499-684-2-53","type":"book-chapter","created":{"date-parts":[[2025,2,22]],"date-time":"2025-02-22T23:19:12Z","timestamp":1740266352000},"source":"Crossref","is-referenced-by-count":0,"title":["A South African Municipality Mapping the Way Forward for Social Inclusion Through Universal Design"],"prefix":"10.3233","author":[{"family":"Aalbers Michelle","sequence":"additional","affiliation":[],"role":[{"role":"author","vocabulary":"crossref"}]}],"member":"7437","container-title":["Studies in Health Technology and Informatics","Universal Design 2016: Learning from the Past, Designing for the Future"],"original-title":[],"deposited":{"date-parts":[[2025,2,22]],"date-time":"2025-02-22T23:47:44Z","timestamp":1740268064000},"score":1,"resource":{"primary":{"URL":"https:\/\/www.medra.org\/servlet\/aliasResolver?alias=iospressISBN&isbn=978-1-61499-683-5&spage=53&doi=10.3233\/978-1-61499-684-2-53"}},"subtitle":[],"short-title":[],"issued":{"date-parts":[[2016]]},"references-count":0,"URL":"https:\/\/doi.org\/10.3233\/978-1-61499-684-2-53","relation":{},"ISSN":["0926-9630"],"issn-type":[{"value":"0926-9630","type":"print"}],"subject":[],"published":{"date-parts":[[2016]]}}}
