Since their needs are various and ambiguous, it is difficult to identify the priorities for functional requirements to be fulfilled and to select technologies to be introduced for satisfying the requirements. This paper aims to support the decision-making process of information technology introduction for information service providers. We employ methods of Systems Approach to articulate users' expectation to reduce the ambiguity and to comprehensively explore technological options to satisfy the expectations. Users' expectation, which consists of functional requirements and non-functional requirements, is determined using stakeholder value network. SVN is created by teamwork with domain experts to unambiguously describe users' expectation. Possible technological options to fulfill users' expectation are comprehensively written down by teamwork function analysis with domain experts. The design options, which consist of possible technological options, are described in function and form options. Visualization of each design option facilitates team discussion, and the decision can be made by team consensus. In case study, we applied the model-based method to the case of Japanese information technology service providers for electric power retailers.
