This paper starts from the five aspects of facility scale, equipment level, transportation demand, function positioning and operation efficiency, and has established a railway development level comprehensive evaluation index system. A railway development level evaluation model based on Entropy TOPSIS was established to compare and analyze the railway development level of eight countries in the world. The development level of railways in various countries is ranked by the closeness of national railway evaluation indicators and ideal solutions.
